The paper analyses the problems and constraints of Community-based Tourism Development in Zuru Local Government area of kebbi State of Nigeria. The Zuru Local Government area is blessed with abundant tourism potentials such as historical artifacts, cultural heritage and spiritual sites which are located in different communities in the area This study aims at analyzing the effects of inadequate distribution of public utilities and service in developing community-based tourism destinations in the study area with the view of planning a policy development strategy for improving the community-based Tourism development in local communities. Purposive sampling technique was used in selecting the participants and groups from the 8 communities where the community-based tourism thrives in the Local Government Area, which include, Zuru, Rikoto, Dabai, Manga, Rumu, Dago, Isgogo and Peni. area. A total of 400 questionnaires were administered to the respondents in the 8 communities in addition to the stakeholders-based analysis using a simple random sampling technique and the proprietors’ interview. The data was analyzed using descriptive statistics such as tables, frequency and percentages, while the SWOT Analysis was also used in evaluating the strength, weaknesses, opportunities and threats of the tourism potential sites in various destinations. The results indicated that study area has rich tourism potentials sites that can boost community based tourism trade in the area The communities have fare ratio of gender distribution and youth population with a noticeable hospitality to visitors, which could be harnessed to good tourism industry, however these destination sites are having problems of ineffective distribution of road network , electricity and water supply and health facilities with the exception of the Local Government Headquarters remain a major setback of implementation of community based tourism in the study area. Planning proposals has been suggested to boost tourism sector in the area while the study recommended some token amount of money to be paid as tourism fare by the tourists, which will serve as revenue generation income in supporting the community-based tourism sector in the area.
